You may remember the human genome project, a 3 billion dollar project, funded by the US government and completed in 2003, to map out the DNA sequence of the human genome. Now, a generation later, the same thing can be done for just a few bucks.
With the cost of data and analysis becoming cheaper every day, today we have the capability to store and analyze this data more easily than ever before. With this advance in technology, I propose the following:
A global DNA registry - mandatory for criminal felons, voluntary for anyone else.
Particpating in this registry, and keeping it up to date with relevant information will entitle particiants to lower health care costs. And the more they participate, the cheaper their health insurance premiums, regardless of other pre-existing conditions.
