Amendment 1a

Let's say the Bill of Rights contained an amendment that stated:

"The freedom of movement, being necessary for commerce and affiliation, transportation within and between states, shall not be infringed."

Now would that mean that licensing requirements for people and vehicles, safety requirements on said vehicles and all the regulations that pertain to our roadways, could be deemed an encroachment upon our liberties?
